**Delhi Government to Approach Supreme Court for Limited Use of ‘Green Firecrackers’**

The Delhi government has announced its intention to approach the Supreme Court seeking permission to allow the use of certified “green firecrackers” during the upcoming Diwali festival. Chief Minister Rekha Gupta emphasized the cultural significance of Diwali, stating, “It is the most important festival of Indian culture.” She further added that all green firecrackers to be used must be manufactured by authorized agencies and certified by the relevant and competent departments.

“The Delhi government reiterates its commitment to effectively control pollution and protect the environment,” said CM Gupta.

### Supreme Court’s Orders on Green Firecrackers

On September 26, the Supreme Court permitted certified manufacturers to produce green firecrackers but banned their sale in the Delhi-NCR region. The court allowed production only by manufacturers certified by the National Environmental Engineering Research Institute (NEERI) and the Petroleum and Explosives Safety Organisation (PESO).

However, the court mandated an undertaking from these manufacturers stating that they will not sell any crackers in prohibited areas until further orders. This decision continues to restrict the availability of firecrackers in Delhi-NCR markets.

### Are Green Firecrackers Safer?

Experts view green firecrackers as a better alternative to traditional firecrackers because they emit nearly 30% less pollutants. They significantly reduce both air and noise pollution by eliminating harmful chemicals like barium and incorporating additives that suppress dust while releasing water vapor instead.

The Supreme Court had initially imposed a temporary ban on traditional firecrackers in Delhi-NCR back in 2017 to combat rising pollution levels.

### Background: The Green Firecracker Ban in Delhi-NCR

In 2018, CSIR-NEERI developed green firecrackers, and the Supreme Court conditionally allowed their use. The court stipulated that only certified green firecrackers could be used within a specific window of 8:00 PM to 10:00 PM on Diwali night.

Despite this, Delhi imposed a complete ban on all types of firecrackers in 2019 and 2020 due to severe air pollution levels. This ban was further extended up to January 1, 2025.

### Upcoming Supreme Court Hearing

The Supreme Court is scheduled to hear the matter next Tuesday. The court has directed the Centre to prepare a “concrete proposal” to ensure that only green crackers are available in Delhi-NCR markets before considering lifting the ban.

Chief Justice of India BR Gavai raised a pertinent question on the broader policy implications: “If firecrackers are going to be banned, let them be banned throughout the country,” highlighting the need for a national approach to tackle air pollution.
