USDA’s SNAP Benefits Guidance During Government Shutdown

The USDA has issued a new memo, sent Saturday to state directors of the Supplemental Nutrition Assistance Program (SNAP), outlining changes to benefits distribution during the ongoing government shutdown. According to the memo, states are instructed to deliver only 65 percent of SNAP benefits during this period. Furthermore, states that have already sent full payments are required to recover that money.

“To the extent States sent full SNAP payment files for November 2025, this was unauthorized,” the memo stated. “Accordingly, States must immediately undo any steps taken to issue full SNAP benefits for November 2025.”

The USDA’s guidance comes with threats of significant consequences for states that fail to comply. The department warned it could cancel federal funds allocated for program administrative costs or hold states liable for “overissuances.”

This Saturday memo is the latest in a series of rapid policy changes from the Trump administration regarding SNAP benefits. In recent days, federal guidance has fluctuated, with directives to pay partial benefits, subsequent promises to distribute full benefits, and even an emergency appeal filed with the Supreme Court.
