A draft of the work programme for 2026-27 outlines these proposed restrictions. Specifically, it suggests excluding Chinese participants from Clusters 1, 3, and 4, which cover key areas such as health, civil security for society, and digital, industry, and space sectors.
These changes mark a significant shift in the collaboration framework of Horizon Europe, aiming to limit China’s involvement in some of the most strategic research fields within the programme.
