**Delhi Government to Approach Supreme Court for Limited Use of ‘Green Firecrackers’ During Diwali**

The Delhi government has announced its intention to approach the Supreme Court seeking permission to allow the use of certified “green firecrackers” during Diwali celebrations. Chief Minister Rekha Gupta emphasized the cultural significance of Diwali, calling it one of the most important festivals of Indian culture. She further stated that all green firecrackers must be manufactured by authorized agencies and certified by relevant competent departments.

“The Delhi government reiterates its commitment to effectively control pollution and protect the environment,” said Chief Minister Gupta.

### Supreme Court Orders on Green Firecrackers

On September 26, the Supreme Court permitted certified manufacturers to produce “green firecrackers” but banned their sale within the Delhi-NCR region. The court specified that only manufacturers certified by the National Environmental Engineering Research Institute (NEERI) and the Petroleum and Explosives Safety Organisation (PESO) could produce these environmentally friendly crackers.

However, the court imposed the condition that manufacturers provide an undertaking stating they will not sell any of these crackers in prohibited areas until further orders.

### Are Green Firecrackers Safe?

Experts consider green firecrackers a better alternative to traditional ones, as they emit nearly 30% less pollutants. These crackers significantly reduce air and noise pollution by eliminating harmful chemicals such as barium. Additionally, they use additives that suppress dust and release water vapor, further minimizing environmental impact.

The Supreme Court had initially imposed a temporary ban on traditional firecrackers in Delhi-NCR back in 2017 to help curb rising pollution levels.

### Development and Historical Context

In 2018, the Council of Scientific and Industrial Research-National Environmental Engineering Research Institute (CSIR-NEERI) developed “green firecrackers,” and the Supreme Court conditionally allowed their use. The court mandated their usage strictly between 8:00 PM and 10:00 PM on Diwali night.

Despite this, Delhi imposed a complete ban on all types of firecrackers in 2019 and 2020 due to severe air pollution. This ban was subsequently extended until January 1, 2025.

### Upcoming Supreme Court Hearing

The Supreme Court is scheduled to hear the matter next Tuesday. The court has asked the central government to prepare a “concrete proposal” ensuring that only green crackers are made available in Delhi-NCR markets before considering lifting the existing ban.

Chief Justice of India, B.R. Gavai, raised a pertinent question regarding the national strategy, asking whether the ban on firecrackers should apply uniformly across the country if air pollution is a nationwide issue. “If firecrackers are going to be banned, let them be banned throughout the country,” he remarked.
